Midwife Activity Manager– Rome project


In January 2021 a new project has been launched in Rome with the objective of increasing access to SRH services and care for women living in vulnerable and marginalized migrant communites, in squat buildings, informal settlements and deprived areas in collaboration with the local MoH branch (ASL).

Along with the SRH project, MSF in Rome will continue to implement the COVID-19 surveillance and vaccination campaign support started in September 2020 within the same area and target population.

The SRH component is integrated in a multidisciplinary collaboration within the MSF team (midwife, social worker, psychologist, intercultural mediators) and MoH health workers in identified family clinics (consultori familiari); outreach activities are carried out in the communities, squatted buildings and informal settlements.

Scope, reporting and accountability lines

Defining, coordinating, monitoring all midwife and maternity related activities in a project area, according to MSF policies, protocols and standards in order to provide a high quality Mother and Child Health (MCH) care to the population.

Main tasks and responsibilities

  • Planning, organizing and ensuring the implementation and supervision, in close collaboration with other medical staff, of all Sexual and Reproductive health activities. Participating in the definition and update of annual project planning and budget, and if needed, in any emergency activity or exploratory visit in or out of the project area
  • Identifying and reporting difficulties and constraints in accessing healthcare, with a specific focus on SRH, for the target population; monitoring areas of improvement or strength points of the SRH services in the territory, in order to reinforce/implement targeted intervention and built the link between the marginalized migrant communities and the project.
  • Implementing and conducting outreach activities inside marginalized migrant communities and informal settlements, focusing in orienting, promoting and facilitating the access to primary health care, with specific focus on SRH needs.
  • Conducting outreach activities in order to identify specific hidden needs not easily identifiable, such as victims of trafficking, violence and unsafe abortion. Monitoring the health seeking behaviours of target population, both for urgent and deferrable problems.
  • Facilitating referral pathways to NHS services (primary and secondary level) through constant networking, mediation, diplomacy, direct support to patients.
  • Facilitate/implement teamwork and professional relationship between MSF team and NHS staff.
  • Managing the midwife and intercultural mediators staff in the project. In collaboration with the project coordinator, planning and supervising the associated HR processes (recruitment, training, performance evaluation, motivation, internal/external communication, etc.) in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
  • Ensuring and supervising the implementation of protocols by all MSF staff under his/her responsibility in order to improve the quality of the healthcare given to population and to prevent any infection due to staff malpractices
  • Supervising the proper use of materials, keeping track of consumption patterns and supply orders, and monitoring inventories, together with the SLAF.
  • Supervising administrative procedures and documents, analysing routine data for monitoring purposes, and being responsible for the collection and analysis of medical statistics and reporting of SRH activities (participation in epidemiological reports and monthly reports according to guidelines) in order to have updated and correct information about the day-to-day activity in the project and to provide support in the decision-making.

The Midwife Activity Manager will also be responsible for:

  • Organising and deliver, when requested, SRH education sessions within the communities.
  • Monitor the implementation and continuity within the family clinics of antenatal and postnatal care, family planning, neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections, identification and referral of FGC and Fistula, cervical cancer screening and HPV vaccination.
  • Assess the feasibility of ToP (interruzione di gravidanza) and ensure access to SAC (aborto sicuro e legale).
  • Assess the ToP perception within the target population through a survey dissemination.
  • Consolidate the presence within the local communities.
  • Broaden the network with the local Association working with the same target population of the project, with a special focus on community Associations.
  • Assess the opportunity to implement SRH education in selected schools and implement it if feasible.
  • Ensure/facilitate/promote easy access to FP and emergency contraception.
  • Organize and deliver intercultural pre-delivery courses and mother-to-mother peer groups.
  • Supervise the preparation of health promotion material and deliver health promotion sessions on SRH topics.
  • Together with the PMR, coordinate the preparation of workshops with MoH staff.
  • Support to Covid19 related activities implemented in the project (focus on IPC).
  • Together with the PMR, contribute to the implementation of the advocacy strategy.

Profile and qualifications


Essential: midwifery qualification or specialization (with a registered title that allows the practice of the profession in Italy).
Desired: Bachelor in Midwifery.
Essential: driving licence


Essential: minimum two-year experience in midwife activities related jobs.
Desirable: previous working experience in Rome Regional Health System.
Desirable: previous working experience in migration context and health promotion.
Desirable: previous working experience in SGBV and FGM services or projects.
Desirable: previous experience in team management.
Desirable: previous experience with MSF or other NGOs.


Desirable: female due to the nature of the project activities


Essential: Italian (C1)
Essential: English (B1)
Desirable: any other of the following languages: French, Arabic, West African and East African languages, Hindi, Bengali, Spanish, Russian, Romanian.

Contract: Fixed term contract (12 months). Level II of Italian CCNL of commerce.
Gross Annual Salary: 31,192 – 37,431 Euro (depending on MSF experience of the selected candidate)
Duty Station: Based in the MSF office in Rome with possible travels in the Region.
